The comprehensive health insurance system in Armenia will be implemented in three phases, with the rollout beginning in 2026 and scheduled for completion by 2028, according to Minister of Healthcare Anahit Avanesyan.
The first phase will cover approximately 1.6 million citizens who have resided in Armenia in the last 183 days. This phase will include children, senior citizens, persons with disabilities, and individuals with a monthly income exceeding 200,000 drams.
The universal insurance system will encompass preventative care, early detection screening programs, and other healthcare services, Avanesyan told a press briefing.
The annual insurance package will cost 129,600 drams per person and will be funded by citizens through taxation. According to Avanesyan, the financing mechanism is still under discussion. One option being considered is a potential agreement between employees and employers, where the employer would cover the full cost of the insurance without deducting it from the employee’s salary.
