Armenia’s civil defense system modernization among government priorities

A working group established by Prime Minister Nikol Pashinyan has examined the fallout shelters (anti-radiation shelters) available in Armenia, officials said Friday.

Acting Director of the Rescue Service of the Ministry of Internal Affairs and Acting Deputy Minister of Internal Affairs Aram Ghazaryan said at a press conference that letters had been sent to the administrations of Shirak, Tavush and Lori provinces to address identified deficiencies and ensure that the fallout shelters meet established standards.

“The commission also examined the fallout shelters located in Yerevan’s Erebuni administrative district. The results of inspections of the basements of apartment buildings, private houses and organizations conducted during the reporting period were summarized.

“To verify the results of inspections of the basements of apartment buildings, surprise inspections were organized randomly,” Ghazaryan said.

The 2026 plan-schedule of measures in the fields of emergencies and civil protection for state and public administration bodies was summarized, and a corresponding database was created.

Accordingly, personnel dispatched to Ararat, Armavir, Shirak, Vayots Dzor and Syunik provinces participated in the process of determining the locations and types of intervention required for 300 schools scheduled for construction, reconstruction or major renovation in 2026-2031. They also studied the list and condition of 48 previously identified schools and submitted relevant proposals.

“Mobilization preparedness measures were carried out in accordance with existing plans. The results of tests of warning systems were summarized and submitted to the relevant units. A total of 208 tests were conducted; proposals were submitted to the heads of local self-government bodies to address the malfunctions identified,” the Acting Director of the Rescue Service and Acting Deputy Minister of Internal Affairs said.
