Armenia discusses driver’s licensing reforms, emphasizing education

Armenia’s Minister of Internal Affairs Arpine Sargsyan met with representatives of driving schools and organizations involved in registration and examination services.

The Ministry of Internal Affairs said the meeting focused on improving the current system for issuing driving licenses, increasing the efficiency of registration and examination services, and bringing processes in the sector in line with international best practices.

Sargsyan emphasized that strengthening the educational component is a key direction in developing a culture of safety. She said the planned reforms are aimed at improving road safety by creating an educational system that would not only provide the knowledge needed to pass the theoretical exam but also help future drivers develop safe and responsible behavior.

Those present discussed the need to make driving education at driving schools mandatory. Representatives of the sector responded positively to the proposal, noting that mandatory training could help improve future drivers’ theoretical knowledge and practical skills.

The licensing of driving schools was another key topic of discussion. The participants presented proposals concerning licensing requirements, emphasizing that the established standards should ensure proper training conditions, adequate technical equipment, and safety.

The meeting also covered the process of obtaining a driving license. Representatives of driving schools shared international experience and proposed expanding the pool of questions for the theoretical examination and developing a unified training manual.

Sargsyan said the Ministry of Internal Affairs would continue intensive discussions with stakeholders as part of the sector’s reform process, with the aim of establishing a more effective, professional, and safe driver education system.

At the end of the meeting, officials and experts agreed to continue professional discussions and work toward developing final solutions based on the proposals presented.
