Armenia’s National Report presented ahead of UN Universal Periodic Review 4th cycle

Ahead of the Universal Periodic Review (UPR) procedure of the Republic of Armenia, the presentation of Armenia’s 4th National Report took place on Friday.

According to the Ministry of Foreign Affairs, the opening remarks were delivered by the Deputy Minister of Foreign Affairs of the Republic of Armenia, Robert Abisoghomonyan, and the UN Resident Coordinator in Armenia, Françoise Jacob.

The event was attended by representatives of Armenian ministries, heads of diplomatic missions accredited in Armenia, and members of civil society.

In the first part of the meeting, Deputy Minister Abisoghomonyan presented the 4th round Armenian National Report of the Universal Periodic Review, providing a detailed overview of the steps taken to strengthen human rights in Armenia.

He highlighted the legal and institutional reforms implemented during the reporting period, with particular emphasis on the protection of vulnerable groups, safeguarding the rights of those forcibly displaced from Nagorno-Karabakh, combating corruption, and eliminating discrimination. The Deputy Minister also drew attention to the challenges Armenia faces in fulfilling its international obligations.

It was stressed that, if implemented effectively, the UPR mechanism can become an integral part of Armenia’s national human rights protection system, linking international and regional human rights norms with national priorities.

The Universal Periodic Review is a procedure established by the UN Human Rights Council in 2006, through which all 193 UN Member States report on the steps they have taken to promote and protect human rights every 4.5 to 5 years. The third round of Armenia’s UPR took place in 2020, during which Armenia received 252 recommendations, accepting 239 of them.

On May 1, 2025, within the framework of the UPR, the Armenian delegation will present in Geneva the steps taken since 2020 in the field of human rights, the progress made, and the remaining challenges.
