Constitutionalist: Draft Constitution defines more precisely principle of separation of power

YEREVAN, OCTOBER 29, ARMENPRESS. The draft Constitution defines more precisely the provisions in regard to the principle of separation of powers and guarantees for Human Rights.

Constitutionalist Gabriel Balayan said the aforementioned during the meeting with journalists on October 29. As “Armenpress” reports Balayan expressed confidence that after the possible reforms the most important thing would be their application.

“The text by itself will not work. Many countries do not have Constitution. The separation of powers is not so clear in many developed countries. I do not think we must regard the Constitutional Reforms as a means for the solution of problems,” Balayan said, adding that it would be naive to believe that problems would vanish as a result of the reforms.

“For instance, if we have elections resembling the ones we had during the last 10-15 years, it will be much worse,” Balayan said.

The Constitutional Reforms referendum will be held in December. The reforms are aimed at making a transition to parliamentary system of government.
