Armen Marukyan: Armenian side must be involved in drafting Armenian Genocide recognition resolutions

YEREVAN, JUNE 13, ARMENPRESS. Head of the Departmentfor the History of theArmenian Questionand Armenian Genocide of the NAS of Armenia Armen Marukyan says by recognizing and condemning the Armenian Genocide each country pursues its own interests.

“Germany’s non-recognition of the Armenian Genocide in 2015 was related to the fact that there were hopes to solve the migration issue with Turkey. Until the last moment the process of the resolution discussion was unpredictable since there were still talks with Turkey. By recognizing and condemning the Armenian Genocide every state first of all is guided by its own interests. And this does not only apply to Germany, other countries pursue their interests as well. We must make those interests in compliance with our national interests. Big states have always used the Armenian Genocide issue for their interests, we must coincide our national interests with those of the big states and get practical benefit”, Armen Marukyan said.

Referring to the content of the resolution adopted by Germany, Marukyan said there is no word about the reparation issue. The resolution speaks about the restoration of the Armenian-Turkish protocols, the reconciliation between the two peoples, but not about the reparation issue.

“In fact, we see that Germany, which recognized the Holocaust and compensated the Jewish people via 1952 Luxembourg agreement, now does not speak about the reparation issue in the resolution, in a case when Turkey committed similar crime. It would be desirable the reparation issue would have been included in the resolution. However, the German society limited itself only with recognition and apology”, Armen Marukyan said.

He said the reason of this that there is no word about the repatriation issue in the resolution is that the Armenian side had no impact on the text of the resolution.

“All these show that we will continue to have similar resolutions until we will be involved in the preparatory works of the texts”, Marukyan highlighted.

He said we must take steps before the adoption of such resolutions, since it will be difficult to make changes in already adopted documents.

“Eventually, what do we expect from the recognition process, a moral moment, or we will try to use it as a tool to put Turkey on pressure by which we will achieve the restoration of the violated rights of the Armenian people?”, Armen Marukyan concluded.
