YEREVAN, JULY 15, ARMENPRESS. According to the preliminary version of the Constitution of the Republic of Armenia, the National Assembly must be elected by proportional representation and all the parties or alliances participating in the NA elections have to introduce their candidate for the Prime Minister and fundamentals of the Government Program beforehand. “The parliament will be granted with much wider supervisory powers. The status of opposition political parties will be greatly increased in the parliament which will occupy responsible positions in the parliamentary bodies. Parliamentary supervision will be imposed on every executive body. Besides, some seats of the National Assembly of the Republic of Armenia will be allocated to national minorities”, member of Specialized Commission for Constitutional Reforms, lawyer Gevorg Danielyan mentioned in an interview with “Armenpress”.
“According to the draft, the threshold to enter the National Assembly of the RA will rise, which is explained by the necessity to increase the role of opposition parties”, emphasized Gevorg Danielyan. According to the speaker, in case of centralized government the choice of parliamentary system can become the only acceptable one if the specialized commission puts forward a reasonable procedure for appointment of the Supreme Commander.
“In general, states that are in war have chosen the parliamentary system of government and the experience of such states has been thoroughly studied”, mentioned Danielyan, adding that the draft foresees the prime minister of the country will be the Supreme Commander during war times, but the government can also appoint someone else to that position.
As a result of discussions with the experts of the European Commission forDemocracy throughLaw (Venice Commission) the SpecializedCommission on Constitutional Reforms amended chapters 1-7 during the regular sessions on July 10, 13, 14, and 15. As reports “Armenpress”, the preliminary version of the mentioned chapters has been published in the official website of the Ministry of Justice for public discussions.
