Armenia, Kazakhstan cooperate in digitalizing services in law enforcement systems

Deputy Minister of Internal Affairs of Armenia Armen Ghazaryan led a delegation to Astana, Kazakhstan, from 16 to 19 December to explore the Central Asian country’s experience in crime recording and analysis.

The delegation included Gohar Begoyan, Advisor to the Minister of Internal Affairs; Deputy Chief of Police and Head of the General Directorate of Criminal Police Vardan Vardanyan; and other officials.

The Armenian delegation met with Aidar Saitbekov, Deputy Minister of Interior of Kazakhstan.

A discussion was held regarding digital projects, including the presentation of video surveillance systems utilizing AI tools for facial recognition functions.

The Armenian delegation visited the Operational Management Center of the Ministry of Internal Affairs of Kazakhstan, where the digital solutions implemented at the center were presented.

As part of the working visit, representatives of the Ministry of Internal Affairs also visited the Legal Statistics and Special Accounting Committee of the Prosecutor General’s Office of Kazakhstan, where two major digital projects for compiling crime and violation statistics were demonstrated—the unified registries of pretrial proceedings and administrative offenses. The main principles of data collection, aggregation, and statistical formation were also discussed.

At the Special Public Services Center, the delegation was introduced to the main platforms providing digital services to citizens. At the office of Korkem-Telecom, projects related to security and surveillance systems, smart cities, and telecommunications services were presented.

Armen Ghazaryan and the delegation also visited the office of the Kazakh IT holding company KazDream. Discussions focused on digital transformation using AI tools, the application of software solutions in law enforcement, and issues related to crime prevention and preemptive measures.

Deputy Minister of Internal Affairs Armen Ghazaryan emphasized the value of the experience studied and the IT solutions presented during the visit, highlighting their potential applicability within the Armenian Ministry of Internal Affairs system.

Summing up the results of the visit, both sides reaffirmed their readiness to deepen cooperation, particularly in the detailed study of available IT experience and solutions and their adaptation to the needs of the Ministry of Internal Affairs in Armenia.
