OSCE MG 2019 proposal was the same Lavrov plan with few changes in details, says lawmaker

The 2019 plan on the Nagorno-Karabakh conflict resolution brought forward by the OSCE Minsk Group was actually the well-known ‘Lavrov plan’ in its content, according to a lawmaker.
Arman Yeghoyan, a Member of Parliament representing the ruling Civil Contract party, told reporters that the 2019 plan was the same Lavrov plan but with certain amendments in details.
“In terms of the content it is the same well-known Lavrov plan. Indeed, one detail could be added or removed in the Lavrov plan, but the Lavrov plan was the following: the issue was supposed to have a phased solution, the first phase would see the surrender of five regions, while the resolution of other issues, including the issue of the status of Nagorno-Karabakh would be left indefinitely for the future. The rest are just details,” Yeghoyan said.
Prime Minister Nikol Pashinyan spoke about the OSCE MG co-chairs’ 2019 proposal during the February 12 parliament session. He said that the previous government was engaged in talks around the document. Pashinyan said he did not negotiate around the plan, which he described as the legacy from the previous government.
