Prime Minister Pashinyan met with the Secretary General of the Council of Europe

YEREVAN, SEPTEMBER 24, ARMENPRESS. Prime Minister Nikol Pashinyan met with the Secretary General of the Council of Europe Alain Berset.

 According to the Prime Minister's office, Pashinyan emphasized the importance of cooperation with the Council of Europe in implementing democratic reforms in Armenia.

He highlighted the development of democracy as a strategic priority for the Armenian government and reaffirmed Armenia’s commitment to consistently taking steps in that direction.

Alain Berset expressed the Council of Europe's readiness to expand cooperation with Armenia to facilitate the effective implementation of institutional reforms. The parties discussed further cooperation and future plans.

Additionally, Prime Minister Pashinyan addressed the discussions regarding the peace treaty with Azerbaijan, emphasizing the Armenian government's commitment to the peace agenda. He reiterated Armenia’s readiness to sign the agreement based on the agreed-upon articles and to continue further discussions.

Speaking about Azerbaijan's assertion that no agreement can contradict the Constitution, the Prime Minister stated that according to Article 5, Clause 3 of Armenia's current Constitution, international treaties ratified  in Armenia have supremacy over the legislation of the Republic of Armenia. In other words, the ratified international agreement is higher than the law of the Republic of Armenia.

At the same time, PM Pashinyan noted that there are territorial claims against Armenia in the Constitution of Azerbaijan. However, the Armenian side does not make this a topic for negotiation, as there is a provision in the agreed text of the peace treaty stating that neither party can invoke its domestic legislation as justification for failing to implement the provisions of this international agreement.

The interlocutors also exchanged ideas on other issues of mutual interest.
