Chief justice vows thorough examination as high court checks constitutionality of Armenia-Azerbaijan border commission regulation

YEREVAN, SEPTEMBER 24, ARMENPRESS. The Armenian Constitutional Court began on September 24 the examination of the regulation signed between Armenia and Azerbaijan on the joint activity of the border delimitation commissions, as required by law. 

The high court has to determine whether the regulation complies with the constitution. The procedure is done in case of any international agreement.

Chief Justice Arman Dilanyan spoke to reporters before the session.

“The Constitutional Court has gathered to determine whether or not the regulation contradicts the constitution,” he said. “Have no doubts, if we see an issue we will record it, if not, again have no doubts, we will say there is no issue.”

Dilanyan refused to give assessments to the allegations claiming that the delimitation process in Tavush province has been unlawful. “If that issue comes to the Constitutional Court we will give our assessment,” he said.

Justice Hrayr Tovmasyan, meanwhile, told reporters that he does see issues related to the regulation. He said he will speak about it in the chambers. 

Justices Vahe Grigoryan, Edgar Shatiryan and Davit Khachaturyan are the rapporteurs in the closed hearing.

If the high court rules that the agreement is constitutional, it will then be sent to parliament for ratification.
