A number of mechanisms and systems have been applied in the sphere of road traffic in Armenia, changes in law have been made to increase the security level. Armenpress news agency spoke about their efficiency, impact and about the current situation in the system with the head of the registration and analysis department, Colonel Hayk Sargsyan.
- Mr Sargsyan, is the road culture realized in Armenia? Are the driver-pedestrian relations appropriately regulated? Do they know their commitments and rights?
- If you have noticed, during the recent years a new culture has been formed in the sphere of ensuring traffic security. It seems that driver and pedestrian relations have started normalizing, they started going to compromises, which will naturally bring to reduction of road traffic accidents. You will notice that drivers started giving way to pedestrians on "zebras". It is very obvious and praiseworthy. Naturally, there will be violators, like in all countries but we are working to bring their number to minimum. The prior goal of the road police is to ensure safety of people.
- Which are the stimulus that promoted the improvement of the relations and continue regulating them. Which is the role of public consciousness?
- Of course one of important operating stimulus is the applying of fines which greatly promotes the keeping of traffic rules. No one wants to pay unnecessarily. And of course the most important factor is human's consciousness. No matter how many road police officers will be they cannot stand by the side of each citizen to warn them to cross the street from the right place or every time guide the driver. A person must realize it on his/her own.
- How do you assess the applying of APPA (obligatory insurance of vehicles)?
- Of course positively. It exists in all the countries and has positive impact on the sphere. Each driver being a participant of road car accident does no call his/her brother, father, friends but calls the insurance company and it is the most civilized way. The company compensates the price of the material damage. It is another important regulation for ensuring traffic safety.
- What is the statistics of road accidents as compared with the same span of the past year?
- During the four months of this year 574 road traffic accidents have been registered that took lives of 60 people and injured 832. During the same span of the last year their number was 506 – 72 victims and 694 injured.
