39,650 displaced from Karabakh granted Armenian citizenship, officials say

39,650 displaced persons from Karabakh have obtained citizenship of Armenia since arriving in the country in 2023, authorities said on Tuesday.

According to Deputy Minister of Internal Affairs Armen Mkrtchyan, since January 1 of the current year, an increase has been observed in citizenship applications filed by the displaced persons.

“Since January 1 of this year, there has been an increase in applications for Armenian citizenship by persons displaced from Karabakh. In particular, as of early June this year, the number has reached 11,146, while the number of minors displaced from Karabakh is 28,000, of whom around 12,000 have been granted citizenship of the Republic of Armenia,” the deputy minister told lawmakers at a joint committee hearing in parliament on the Interior Ministry’s 2025 report.

The entire Armenian population of Karabakh—roughly 120,000 people—fled to Armenia during the Azerbaijani military offensive and takeover in 2023. The Armenian government has been implementing various relief programs, such as housing and employment support, for the displaced persons.
