Interior Ministry to modernize registration and examination services

Armenia’s Minister of Internal Affairs Arpine Sargsyan chaired a meeting with officials on modernizing registration and examination services and transitioning to a more citizen-centered model, the ministry said in a press release.

Sargsyan emphasized that alongside ongoing reforms and technical upgrades, it is necessary to fundamentally review the existing approaches and procedures for delivering services in order to make them simpler, more transparent and convenient.

“With regard to registration and examination services, we have envisaged a number of solutions in practice, but there is a significant gap and disconnect between the old and new systems in terms of the solutions, logic and philosophy. Consequently, we need steps aimed at leapfrog development in this sector and, taking into account our experience in the passport sector, we have currently focused on putting the sector in order through a public-private partnership format and introducing new institutional solutions,” the Minister of Internal Affairs said.

The importance of clearly distinguishing, as part of the development of new models for modernizing the sector, between the functions carried out by the state and the services that could be transferred to the private sector was emphasized, while ensuring the retention of state oversight and key decision-making functions.

The need to study international experience was emphasized in order to assess the models applied in different countries and the possibility of adapting them to the legal and practical specifics of the Republic of Armenia.

Minister Sargsyan noted that it is necessary to conduct a comprehensive study of registration and examination services and related functions, thoroughly assessing existing processes, the preliminary division of roles between the public and private sectors, as well as the interconnection and development potential of related areas concerning road traffic safety.

The Minister of Internal Affairs stressed the importance of completing the action plan for transforming the sector within a short timeframe, specifying the sequence of activities, those responsible for each stage, implementation deadlines and expected results.

Minister Sargsyan instructed officials to ensure continuous coordination and monitoring of the process, as well as strict adherence to the established deadlines, with the aim of creating a modern, interconnected, efficient and sustainable system for the coming years.
