Highlighting ‘historic’ healthcare budget for 2026, minister says universal insurance bill nears completion

The Ministry of Healthcare will submit the bill on the introduction of the universal health insurance system for Cabinet approval in the coming days, Minister Anahit Avanesyan said on Thursday.
She told lawmakers at a parliamentary committee hearing on the 2026 state budget that the bill is currently in its final stages.
“The package on universal health insurance is in the final stage of adjustments, within the framework of final decisions and the 2026 budget to be approved. In the coming days, we will submit it to the government for consideration. Our goal is to have the bill adopted by the end of the year so that we can launch the initial phase in 2026,” the minister said.
Avanesyan described the ministry’s 2026 budget as "historic".
The 2026 state budget will allocate nearly 211 billion drams to the Ministry of Healthcare — an increase of 44.3 billion, marking the largest budget increase among all ministries.
