Parliament debates €102 million loan agreement with IBRD for healthcare reforms

Parliament on Friday debated the €102 million loan agreement with the International Bank for Reconstruction and Development.
Deputy Minister of Healthcare Lena Nanushyan presented the bill on ratifying the loan agreement between Armenia and the IBRD for implementing the Universal Healthcare Coverage program.
The agreement was signed in July 2024.
It was earlier endorsed by the Cabinet.
By the agreement, Armenia will receive a €102 million loan to improve primary healthcare and increase efficiency of healthcare expenditures, as well as reduce the financial obstacles for accessing healthcare services, Nanushyan told lawmakers.
The deal is the first loan agreement with the IBRD that is based on results. “The results that the healthcare ministry shall achieve through reforms have been outlined, and only in that case deductions will be made from the loan funds into the state budget, which will then supplement the healthcare budget,” Nanushyan explained, noting that the agreement is a budgetary loan.
It will be used to implement the comprehensive healthcare insurance reform.
