Brazilian FM reiterates support for diplomatic efforts aimed at South Caucasus peace

Brazilian Foreign Minister Mauro Vieira, during Armenian Foreign Minister Ararat Mirzoyan’s visit, reiterated Brazil’s position in support of all diplomatic efforts aimed at achieving lasting peace in the South Caucasus region.

In his statement for the media after the meeting with Mirzoyan in Brasilia, the Brazilian FM said he had very productive talks.

“Brazil and Armenia maintain a relationship of friendship and open dialogue. We believe there is room to promote greater dynamism into our relations, and Minister Mirzoyan’s visit is an important milestone in this regard,” Mauro Vieira said.

He said they reviewed various aspects of the bilateral relationship, deepening the exchange of points of view which took place during the political consultations held in Brasília, in January 2024.

“We recognized the importance of the Brazilian-Armenian community, one of the largest Armenian communities abroad. They made a significant contribution to the economic and cultural development of the country.

We had the pleasure of signing, just a short while ago, a Memorandum of Understanding that renews the existing cooperation between the Rio Branco Institute and the Diplomatic School of the Armenian Ministry of Foreign Affairs.

I hope we will soon be able to forge concrete cooperation actions between the institutions responsible for training our diplomats.

We examined the current state of other bilateral agreements under negotiation. Once concluded, they will build on our framework of cooperation, in different sectors.

In the commercial sphere, we took note that trade between Brazil and Armenia has shown signs of growth over the past two years. It has now surpassed pre-pandemic levels.

Besides this positive trend, we see room for a more significant growth and for a greater diversification of our trade agenda. Sectors such as agriculture and aviation represent potential areas for expansion.

We also discussed regional and global issues. I listened with great interest to Armenian government’s views on the prospects of keeping a lasting peace with Azerbaijan.

I reiterated to Minister Mirzoyan Brazil’s position in support of all diplomatic efforts aimed at achieving lasting peace in the region.

I also expressed our satisfaction with the progress of the border demarcation process between Armenia and Azerbaijan, and our hope that this process will continue in the same productive spirit.

We also reviewed the new challenges and rapid changes in the global geopolitical landscape.

We reaffirmed the common values that unite Brazil and Armenia, particularly our support for multilateralism, respect for international law and human rights, and our shared commitment to democracy.

I discussed with Minister Mirzoyan our cooperation in environmental matters, recalling that our countries will host two of the most important international meetings in this area over the next two years.

Brazil will host COP30 on climate change in Belém, this November, while Armenia will host COP17 on biodiversity in its capital, Yerevan, in 2026.

I reiterated Brazil’s expectation that COP30 will mark a turning point in strengthening global climate action across all pillars of the Paris Agreement: mitigation, adaptation, finance, capacity building, and technology.

I also indicated to our visitor that the "Just Transition Work Programme" is expected to deliver robust and effective results.

I reiterated Brazil’s conviction that efforts to limit global warming to 1.5°C must remain a collective priority.

It is essential for the world’s major emitters, particularly G20 countries, to strengthen their emissions reduction targets and bring forward their climate neutrality goals from 2050 to 2040.

Regarding biodiversity, I assured Brazil’s firm support for Armenia’s presidency of COP17 of the CBD.

I offered our full collaboration during the intersessional period to develop a positive agenda for the next COP in 2026.

I also reiterated Brazil’s satisfaction with Armenia’s accession as a founding member of the Global Alliance Against Hunger and Poverty.

This was one of the most significant legacies of Brazil’s G20 presidency, which we hope will make a difference in the lives of millions of people around the world.

Brazil sees great synergies between Armenia’s policies on social protection, income transfer, and food security, among others, and Brazilian programs such as Bolsa Família.

Finally, I reaffirmed our conviction that Brazil and Armenia should continue to strengthen their already solid ties of friendship and cooperation for the mutual benefit of our peoples,” the Brazilian Foreign Minister said.
