YEREVAN, JULY 20, ARMENPRESS: The presidential elections in Nagorno-Karabakh Republic which were held on July 19 had a very important meaning as they show that in part of democratic development NKR is several steps forward from Azerbaijan. During the talk with Armenpress such opinion expressed political scientist Ervand Bozoyan mentioning that for negotiation process is also essential that a legal authority is formed in result of those elections. “The world must realize that Karabakh Republic which has much more democratic and legal authorities can not be subjected to an authoritarian country” he said. The political scientist is sure that these elections are much more democratic than Azerbaijani elections.
In the opinion of political scientist Alexander Margarov presidential elections in NKR can not have influence on negotiating process at this moment. “The only thing we can say is the fact that from one side the organization of elections creates in Azerbaijan not adequate reaction from the other one fifth presidential elections prove that the system of independent state has formed and becomes sustainable in the country” mentioned the political scientist.
What refers to the declaration of the High representative of European Union for Foreign affairs and Security policy Catherine Ashton about presidential elections in Artsakh than in Margarov’s opinion the role of EU directed to the settlement of the conflict “can be welcomed and that role is expected to be constructive”. “But the negotiation process now takes place in another format which is recognized by everyone and in that difficult and long-term process the support of European Union is expected. Thus each declaration should be considered in the context whether the declarations of political units can have positive influence on the further negotiation process, settlement and on the side which is not ready to make steps and react positively to the calls to stop the military statements” stressed Margarov. And political scientist Bozoyan considers logical and natural such declaration by EU. “It is very important that not recognizing the results of the elections they send observers to these elections which is an element of recognition. There is not great expectation that EU will immediately recognize the independence of Nagorno-Karabakh but in future such statements can be expected” said Bozoyan.
