Introduction of civil special service offices in RA Defense Ministry goes on successfully

YEREVAN, SEPTEMBER 7, ARMENPRESS: The introduction process of civil special service offices in the Armenian Defense Army is going on successfully. Armenian Deputy Defense Minister Ara Nazaryan presents the introduction process and implemented works in an interview with “Armenpress”.
-Mr. Deputy Minister, what is the aim of introduction of civil offices in the Defense Ministry.
-The introduction process of the civil special service institute in the Armenian Defense Ministry was brought to an end in 2009 December, when some offices were re-announced civil special service offices. They were nearly 360. The introduction principle of civil special service offices was that there were such offices in the Defense Ministry, which civilians were able to assume. A flexible mechanism was chosen; we have a department of cadres and military education, where, too, the part was re-announced civil special service offices. The introduction of civil special service offices also contained an element of ensuring civil control mechanism.
-Do you consider the introduction of civil and civil special service in the state management system justified?
-I am familiar with the civil service system from the very first day of introduction, by working in the Civil Service Council of Armenia. I consider it justified. The essence of the civil service and of civil special service is that they are professional activity independent on change of the correlation of political forces.
-Has the international experience been studied before introduction of civil special service in the Armenian Defense Ministry? Does the same mechanism work abroad?
-In different countries the system is applied differently. The conduction of contests works in different countries, just the mechanisms of selection are different. For example, there are contests, when the employees of the given body can participate in the contest for vacancy, and there are inner contests when employee of other state bodies can participate and there are open contest when the citizens can participate. We use the open contest sytem.
