Former MP Ruben Hayrapetyan’s Sevan mansion targeted amid efforts to dismantle illegal structures

Armenian authorities have targeted a mansion belonging to former president of the Football Federation of Armenia and former member of parliament Ruben Hayrapetyan as part of ongoing efforts to dismantle illegal structures along the shore of Lake Sevan.
According to a press release from the Prosecutor-General’s Office, the mansion’s fence, which was illegally built below Lake Sevan’s absolute elevation level, has been dismantled following a motion by the Prosecutor’s Office of Gegharkunik Province.
Meanwhile, the Prosecutor’s Office’s lawsuit for the protection of state interests concerning the mansion itself is currently pending in court.
“In addition to the mansion, the Prosecutor’s Office has also filed lawsuits for the protection of state interests concerning the administrative complex of the Harsnakar Hotel and the cottages of the Harsnakar Hotel,” the Prosecutor’s Office said in a statement.
In total, it said that as a result of motions submitted by the Prosecutor’s Office, between December 2025 and July 1, 2026, 201 illegally constructed main and auxiliary buildings and structures were dismantled on 68 plots of land along the shore of Lake Sevan below the absolute elevation level. Two contracts were also terminated by the Sevan National Park administration.
