Crimes that are premeditated make up only a very small percentage of offenses in Armenia, Interior Minister Arpine Sargsyan said Monday.
“Armenia does not stand out in terms of organized or premeditated serious crimes,” she told lawmakers during a joint committee meeting on the 2026 state budget bill.
“In our statistics, only a very small percentage of crimes are preplanned. In most homicide cases, we observe that they occur as a continuation of disputes that arise in the heat of the moment,” the minister said.
