Reform never ends, says PM

Prime Minister Nikol Pashinyan said on Saturday that the reforms undertaken by his administration are an ongoing, continuous process.
He cautioned against the mindset of ‘completing’ a reform, warning that doing so would mark the beginning of regression.
Pashinyan made the remarks in his speech at the official inauguration of the Police Guard.
He described the formation of the new law enforcement agency as an important stage in the reform of the Ministry of Internal Affairs and the police system.
The Prime Minister added that experience has shown that any thoughts or plans about “completing or finalizing” reforms are inappropriate.
“Reform never ends. The moment we declare that a reform is complete, it means that regression has begun. There is no such situation. State institutions, the state itself, and even individuals do not stand still. They either improve and make progress or experience regression. There is simply no other option,” Pashinyan said.
“Reform is a continuous process. That said, from time to time, it is necessary to pause, review, summarize what has been done, replan, and revise strategies,” Pashinyan added.
