Armenia and Russia continue to be strategic allies, Defense Minister of the Republic of Armenia Suren Papikyan said at a press conference on Wednesday, addressing the issue of the non-supply of weapons from Russia in exchange for payments made by Armenia.
"Naturally, we also have existing agreements. We can and should have service agreements. These are matters that neither the Russian side nor we are avoiding, and we should not avoid them," Papikyan said.
The minister reminded that the Minister of Finance had announced that an agreement had been reached between the Ministries of Finance of Armenia and Russia, according to which the amount paid by Armenia would be deducted from the interstate debt.
"It would be difficult for me to say at what stage of implementation it is, but a similar agreement has been reached," the minister stated.
"I must say that this is not the only current agreement between Armenia and Russia. Naturally, there are obligations that may have contractual consequences due to delays, such as penalties, etc. However, there are also agreements that are being properly implemented," Papikyan said, without providing further details.
Back in June 2024, the Secretary of the Security Council of Armenia, Armen Grigoryan, stated that Russia continues to fail to deliver on the agreements signed in 2021 and 2022.
