Armenian Prime Minister accuses Azerbaijan and Russia of violating 2020 trilateral agreement

YEREVAN, SEPTEMBER 10, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan has said that Armenia cannot be blamed for any unfulfillment of its obligations stemming from the 9 November 2020 trilateral statement, whereas the two other parties of the agreement – Azerbaijan and Russia – have violated it.

Pashinyan made the remarks at the Yerevan Dialogue forum.

As an example, the Armenian Prime Minister mentioned article 7 of the agreement, which says “Internally displaced persons and refugees shall return to the territory of Nagorno-Karabakh and adjacent areas under the supervision of the United Nations High Commissioner for Refugees.”

“As you can see, after November 9, 2020, when the Russian President, the Azerbaijani President, and myself signed this document, not only didn’t the Armenian refugees of Nagorno-Karabakh and adjacent regions return, but the entire Nagorno-Karabakh got depopulated of Armenians as a result of the ethnic cleansing that happened one year ago,” Pashinyan said.

PM Pashinyan mentioned article 8, which says “The Parties shall exchange prisoners of war, hostages and other detained persons, and dead bodies.”

He said that Azerbaijan is still holding Armenian prisoners of war and other captives. “This provision of the November 9 trilateral statement hasn’t been fulfilled either. None of the colleagues has any grounds to accuse Armenia of not fulfilling any of the terms of the 9 November trilateral statement. As you can see, Armenia or any independent and objective international observer has the grounds to say that our other colleagues in the trilateral statement, have at least not entirely fulfilled their obligations.”
