YEREVAN, SEPTEMBER 24, ARMENPRESS. The Chairman of the Council of “Midia-Shangal” Yezidi National Union NGO Amo Sharoyanexpressed his opinion on draft Constitutional Reforms.
He noted that according to Article 89, provision 2 of the draft Constitution, “In accordance with the procedure prescribed by the Electoral Code, places shall be assigned in the National Assembly for representatives of national minorities”
And according to Article 41 of the current Constitution of the Republic of Armenia “Everyone shall have the right to preserve his or her national and ethnic identity. Persons belonging to national minorities shall have the right to preservation and development of their traditions, religion, language and culture.”
The latter show that Republic of Armenia guarantees the preservation and development of traditions, religion, language and culture of national minorities. One can say that these guarantees are fully implemented in the republic.
The new draft Constitution also has the abovementioned norm in provision 3 of Article 54. That means that a law regulating relations of national minorities will be adopted.
Amo Sharoyansays that there is no legal discrimination in our country but we must accept that there is some absence of legal guarantees for the national minorities, adding that the new draft Constitution is in compliance with many ideas of their union and that they will participate in the discussions of the Constitutional Reforms with full responsibility.
Attaching importance to the Constitutional Reforms and serious structural changes it implies, they say “yes” to the draft Constitution. As Sharoyan noted, they are convinced that adoption of the draft Constitutional Reforms is possible in case consistent and substantial discussions are carried out.
