STEPANAKERT, FEBRUARY 17, ARMENPRESS: A scientific conference dedicated to 20th anniversary of independence of Nagorno Karabakh Republic launched today in National Assembly of Nagorno Karabakh, Armenpress reports. In his report entitled "Comparative Legal Analysis of Nagorno Karabakh Independence" Otto Luchterhandt, Professor of the Hamburg University, states that the Nagorno Karabakh's Declaration of Independence adopted September 2, 1992, does not contradict the provisions of the International Law.

The German scientist, analyzing the practice of international recognition of Kosovo's independence and drawing parallels with NKR independence process, concluded that in case of Artsakh too the self-determination right of peoples does not contradict the principle of territorial integrity and is even primary.

"I advise the authorities of Nagorno Karabakh to carry out an active propagating work in the direction of international recognition of Nagorno Karabakh independence," said Otto Luchterhandt.
