The possibility of progress over the Nagorno Karabakh issue may be registered only in case Azerbaijan stops its rhetoric, director of the Caucasus Institute Alexander Iskandaryan told a news conference today, adding that the active engagement of France in the peace talks does not intend essential changes and at the same time it does not mean that Russia has become passive.
"The parties have clear positions, and particularly Armenia which continues going forward with the policy it has adopted," Iskandaryan pointed out.
He said there is a contradiction – Azerbaijan deals with two parties – Republics of Armenia and Nagorno Karabakh – each of them may expect decisive steps. "Taking into consideration this factor they may change their rhetoric in different international arenas," he said, adding that Azerbaijan understands the independence of these two republics in this issue.
