Parties Have Not Discussed Idea of Creation of Bicameral Parliament

YEREVAN, FEBRUARY 1, ARMENPRESS: The ARP, ‘Prosperous Armenia’ Party and ‘Orinats Yerkir’ Party have not discussed the idea of creation of bicameral parliament yet. Gagik Minasyan, deputy of the NA, member of ARP faction, told Armenpress that the idea still needs to be discussed in detail.

‘The Republican Party has not made it clear yet; however the discussions will become real, when the idea becomes ingrained,’ Gagik Minasyan said. He added that issues on the competence of upper and lower houses must be made clear. Aram Safaryan, secretary of ‘Prosperous Armenia’ Party faction, told Armenpress that the issue has not been discussed in the party yet.

Ara Nranyan, deputy of ARF faction, stated that the issue is not involved in the agenda of the forthcoming sessions of the supreme body and bureau of ARF. Hovsep Khurhsudyan, press secretary of ‘Heriage’ faction, stated that their faction has not discussed the issue as well and that the public will be informed in case the issue is discussed. Armen Arzumanyan, press secretary of the RA president, commented yesterday on the statement, RA Diaspora Minister Hranush Hakobyan made at a recent meeting with representatives of the Armenian community in California.

According to the minister’s statement, it is possible that the RA Constitution will be amended for making the parliament a two-chamber body, consisting of upper and lower houses. Hranush Hakobyan mentioned that the upper house should be comprised of Diaspora representatives as well. ‘Amendment to the Constitution is obliging and it implies a complicated and long procedure. For making such a decision, actually, public discussions must be conducted and professional studies must be carried out,’ Armen Arzumanyan said.
