Authorities revoke Tsarukyan-owned Shangri La casino license over alleged falsified revenue filings

Armenia’s Minister of Economy, Gevorg Papoyan, has signed an order revoking the operating license of the Shangri La casino run by ONIRA CLUB LLC after authorities identified discrepancies between the company’s reported financial data for March 2026 and the actual readings from gaming machine counters obtained during inspections.

Papoyan said in a statement that the casino’s submitted data is distorted and contains false information.

The Shangri La casino, located outside Yerevan near the city of Abovyan, is owned by business magnate and Prosperous Armenia party leader Gagik Tsarukyan.

The order may be appealed in court within two months after it enters into force.
