Prime Minister Nikol Pashinyan chaired a meeting of the Anti-Corruption Policy Council, which was also attended by representatives of non-governmental organizations that are members of the Council, as well as invited participants.
Within the framework of the agenda items, Minister of Justice and member of the Anti-Corruption Policy Council Srbuhi Galyan presented guidelines on restrictions on pre-election campaigning. The discussion also addressed the party financing system, ensuring party accountability and transparency, legal liability measures, mechanisms for good conduct within parties and other issues.
Draft amendments and supplements to the constitutional law "On Political Parties" and related legislation were discussed. Participants of the Council meeting presented their observations and suggestions.
Prime Minister Pashinyan noted that in the process of developing anti-corruption policies, the government had concluded that there should be officials within state government bodies responsible for ethics and good conduct. He proposed introducing legal changes requiring a party’s charter to stipulate the presence of a person or body responsible for the party’s rules of good conduct, emphasizing that the Ministry of Justice and the Corruption Prevention Commission should act as partners in this process.
According to Pashinyan, the task is not for parties to constantly commit violations and for bodies to fine them, but rather to contribute to parties carrying out their activities in the most civilized manner possible.
