Armenian parliament majority drafts declaration endorsing peace deal, calls to avoid aggravating narratives

The ruling Civil Contract faction of parliament has introduced a draft Statement of the National Assembly of Armenia titled On the Establishment of Peace between Armenia and Azerbaijan. 

Parliament majority leader Hayk Konjoryan read the draft statement at a special session of parliament before the vote. 

The statement calls on the public, political, academic and cultural circles of both countries to refrain from “rhetoric that symbolizes the conflict or aims to reframe or inflame it.”

“On August 8 of this year, a peace declaration was initialed in Washington between Armenia and Azerbaijan. In essence, peace has been established between Armenia and Azerbaijan. The Civil Contract faction believes that the National Assembly should officially acknowledge this fact and, by adopting a statement, support the peace that has been established between Armenia and Azerbaijan and call on all interested parties to strengthen and develop the established peace,” Civil Contract faction leader MP Hayk Konjoryan said.

The draft statement expresses the Armenian parliament’s support for the joint statement signed by the Armenian and Azerbaijani leaders following the trilateral meeting between U.S. President Donald Trump, Armenian Prime Minister Nikol Pashinyan, and Azerbaijani President Ilham Aliyev on August 8, 2025, in Washington, D.C.

“The National Assembly values the agreement that the opening of communications between Armenia and Azerbaijan will take place based on respect for the sovereignty, territorial integrity, and jurisdiction of the states, with the aim of promoting peace, stability, and prosperity in the region and its neighborhood. These efforts will include unimpeded communication through Armenian territory between the main part of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic, with reciprocal benefits for Armenia in terms of international and domestic communications.”

The statement highlights that Armenia will work with the United States and mutually determined third parties, to set forth a framework for the "Trump Route for International Peace and Prosperity" (TRIPP) connectivity project in the territory of the Republic of Armenia. It also expresses gratitude to U.S. President Donald Trump for his significant contribution in establishing peace between Armenia and Azerbaijan.

In the statement, the National Assembly reaffirms that, following a conflict that caused unbearable human suffering, conditions have been created for the peoples of Armenia and Azerbaijan to establish good-neighborly relations.
The National Assembly also emphasizes that the establishment of peace between Armenia and Azerbaijan opens new opportunities for economic prosperity and progress, that the institutionalization of peace serves Armenia’s vital interests, and that efforts must be made to further strengthen the established peace, reads the draft statement. 

“The National Assembly calls on the public, political, expert, academic, and cultural circles of the Republic of Armenia and the Republic of Azerbaijan to refrain from rhetoric and actions that symbolize the conflict and/or seek to reframe or inflame it, in order to ensure the durability and reliability of the established peace for the prosperity of the South Caucasus,” reads the statement proposed by the parliament majority.

The draft statement was adopted with 64 votes in favor and 2 abstentions.

None of the two opposition factions participated in the vote.
