Armenia continues to rank among the countries with the lowest incarceration rates in Europe, according to a recent statistical report by the Council of Europe.
According to the report, Armenia has 83 prisoners per 100,000 inhabitants, while the European average is 105, In comparison, incarceration rates are significantly higher in several countries of the region - 356 in Turkey, 264 in Azerbaijan, 261 in Georgia, and 235 in Moldova.
Armenia also stands out with a favorable prison density index.
Despite these positive trends, the share of pretrial detainees remains high in Armenia, accounting for approximately 53% of the total prison population.
The proportion of foreign nationals in Armenian prisons is also relatively low—only 8.1%. In contrast, 75 percent of prisoners in Luxembourg are foreign citizens, 72 percent in Switzerland, 58 percent in Cyprus, and 54 percent in Greece.
