Artsakh parliament to debate constitutional amendments

STEPANAKERT, OCTOBER 26, ARMENPRESS. The constitutional amendments bill was approved at a committee of the Artsakh parliament and is set to be debated during the upcoming plenary session.

The bill was submitted by the Specialized Commission for Constitutional Reforms of Artsakh.

The commission said the amendments seek to introduce more flexible instruments for implementing constitutional-legal changes to prevent possible constitutional crises given the geopolitical developments, the current military-political situation in Artsakh and the domestic and foreign threats.

The bill envisages changing the regulations pertaining to the methods of amending the constitution, leaving unchanged Article 163 which stipulates that the Articles 1-4 and 163 are not subject to changes.

The bill envisages to stipulate that the Constitution and Article 175th “Borders of Jurisdiction of the Republic of Artsakh” changes are adopted only through a referendum, while the circle of those who are entitled to initiate changes or adoption of the constitution are left unchanged.

At the same time, the amendments stipulate that changes in the remaining articles are adopted by parliament with at least 1/3rd of the total number of lawmakers, or at the initiative of the President or at least 5% of citizens having the right to vote, upon the decision of at least 2/3rd of votes of lawmakers.
