Parliament holds second hearing debates of civilian oversight of Police and NSS

YEREVAN, DECEMBER 3, ARMENPRESS. The Armenian parliament is debating at second hearing a bill authored by the opposition Bright Armenia (LHK) party which envisages changing the way the directors of police and the National Security Service are appointed.

The proposed amendment to the laws regulating the appointment envisage making the abovementioned positions “political” ones, and candidates for heads of the security services will have to meet the same requirements as candidates for parliament.

Under the current law, the heads of police and the National Security Service can only be appointed from within their own ranks.

A committee had issued a negative conclusion for the bill after the first hearing.
