YEREVAN, MAY 17, ARMENPRESS. Deputy Speaker of Parliament Eduard Sharmazanov says the announcement of the Foreign Minister’s of OSCE Minsk Group co-chairing countries includes all theses and proposals of the President of Armenia Serzh Sargsyan. The OSCE MG Foreign Minister’s issued the announcement after the May 16 Vienna meetings.
“President of Armenia said in April, that the 1994 ceasefire, which was reaffirmed in 1995, should be the only document which will be the basis of resuming negotiations. That is, signing of a new ceasefire agreement is unacceptable, because there is a signed 1994 ceasefire agreement. Foreign Ministers of the MG co-chairing countries clearly stated in the announcement: the 1994 ceasefire is in force and is the only document. And the signature of Nagorno Karabakh is clearly stipulated in this ceasefire. When the Foreign Ministers announce that the ceasefire is in force, then it means that it is in force with all its consequences. That announcement indirectly states that Nagorno Karabakh is a conflicting side, and without Nagorno Karabakh no one can settle this issue. And the logic of the 1994 ceasefire signing should be resumed. There cannot be other logic, other philosophy or other principle”, Sharmazanov said.
According to him, Azerbaijan has failed, because first and foremost their goal was to cancel the 1994 ceasefire. “We can say that the proposal of President Sargsyan was accepted, it was reaffirmed that Nagorno Karabakh is a party of the conflict,” Sharmazanov said.
He added that over the years Armenia has numerously stated its willingness to install investigative mechanisms in the contact line. “The only side which was against the investigative mechanisms was Azerbaijan. We can see that Azerbaijan failed in this context also, and the Armenian President’s proposal, which stated the necessity of installing investigative mechanisms, was accepted. The proposal was accepted by the three co-chairing countries”, Sharmazanov said.
