Transition of Government to parliamentary form is alternation to semi-presidential model

YEREVAN, MAY 21, ARMENPRESS.According to the observation of the member of the professional committee on the Constitutional Reforms Hrayr Tovmasyan, by the current semi-presidential model of the governance the President of the Republic should be not just elected, but should enjoy the support of the parliamentary majority which does not allow to select an efficient mechanism of repression,counterweights in the system of the governance. Armenpress reports that Hrayr Tovmasyan stated this at the course of the public discussion around the initial concept of the Constitutional Reforms. “Always speaking about our model, we say that Armenia needs a strong President. Now let us see where he gets the strength from. By the current semi-presidential model in order to have a strong President, he should be elected and have a majority in the Parliament. Otherwise we will see what happened in the neighboring Georgia one year ago when the President can have no serving machine, gas supply of his staff can be swatch off by the resolution of the Parliamentary majority. We saw that in the condition of the rules of that co-existence when the President of the Republic and the majority of the Parliament are different political powers, we deal with a very weak president. So, a strong president should also have the support of the Parliamentary majority, otherwise we will speak about a very weak president,'' Hrayr Tovmasyan said.
