YEREVAN, JANUARY 16, ARMENPRESS: Position of Great Britain over Scottish independence may become a model for a number of other countries. This has been noted by Head of the Department of International Law of YSU Vigen Kocharyan in the interview with Armenpress when referring to the decree adopted by Members of the House of Commons of Great Britain’s Parliament which gives right to hold referendum on the issue of the independence of current region in 2014. Now the document is being discussed in the House of Lords.

Vigen Kocharyan has no doubt the document will be adopted in 2014.

“What is about the result, nothing is predetermined, and it depends on the expression of free will of the voters. If the result is positive, we’ll be the witnesses of creation of new European state,” Vigen Kocharyan said.

Head of the Department of International Law of YSU noted that being a democratic country, government of Great Britain couldn’t have ignored the opinion of Scottish. “The second most important aspect is that independence referendum must be held on the territory of the subject going through the process of self-determination, thus on the territory of Scotland. It’s not about holding referendum all over Great Britain to clarify whether Scotland must be independent or not. In such cases civil, democratic governments don’t dispatch troops and don’t start war against nation willing to be independent, but try to state expression of free will of the nation,” he noted.
