Deputy Justice Minister of Armenia says no need of passing to 100% proportional election system yet

YEREVAN, FEBRUARY 9, ARMENPRESS: It is early to speak about passing to 100% proportional election system, Grigor Muradyan, deputy minister of justice told news conference Thursday. According to him, before changing the election system in each country it is necessary to view its necessity. "It must be done stage-by-stage. Passing to 100% proportional election system on the threshold of elections is not understandable. The election processes have already launched and this transfer may impede the whole electoral processes," the deputy minister said.
According to him, neither majority, nor proportional election systems guarantee efficiency of the election process as it is not ensured by the system of election but by the organization of the process in accordance with the Constitution and laws.
The deputy minister said the proportional system forms the majority of the National Assembly and the majority system is necessary for ensuring certain ties between a concrete MP and residents of the mentioned territory. "In this case the combination of these two election systems is justified," Muradyan said.
The government declined at the February 9 cabinet sitting the legislative initiative of a number of MPs on passing to 100% proportional election system.
