Kazan was not the last chance of diplomacy, political analyst, director of the Regional Studies Center Richard Kirakossian said today at the workshop-discussion entitled "Situation over Nagorno Karabakh after the Kazan meeting" conducted today. Speaking about why the Kazan meeting did not bring desirable results, Kirakossian said the weather circumstance had its role in this issue as during the summer time the opportunity of military provocation by Azerbaijan became greater.
Citing sources close to the OSCE Minsk Group the political analyst noted that before the meeting in Kazan Azerbaijan had given promises about certain concessions connected with the referendum as for many years it was insisting that the referendum must be conducted in the whole territory of Azerbaijan but this time they promised to review the lists. "Reaching Kazan the representatives of Azerbaijan tried to again voice the issues over which the arrangement had already been reached", Kirakosyan pointed out, explaining it with the circumstance that Azerbaijan was getting prepared to the June 26 military parade in Baku and does not want to go to concessions.
Manvel Sargsyan, director of the Armenian Center for National and International Studies, said currently the main issue is not the results of the Kazan meeting but what will happen after it. "The international community unanimously insists that it is disappointed with the Kazan meeting thus for understanding the further developments it is necessary to see which tendencies are being displayed", Sargsyan said, citing French co-chair of the Minsk Group Bernard Fassier who said that in case agreement was not signed in Kazan, the Minsk Group would come forth with new offers.
Referring to the behavior of the Azerbaijani diplomacy, he noted that Azerbaijan does not deny the fact that it refused to come to agreement but the essential circumstance is that no Azerbaijani official stated that the talks are suspended.
