Davit Babayan: Artsakh party has not occupied territories but liberated

YEREVAN, MARCH 28, ARMENPRESS: The Artsakh party does not agree with some points of the report on assessment of the general situation in 7 regions of the neighborhood of the Nagorno Karabakh Republic prepared by the OSCE Minsk group.

Ro remind, the OSCE representatives conducted a field assessment mission in those sites November 7-12 of 2010. The brief published today in the website of the organization has referred to it too. “The Karabakh party welcomes a report of any kind, which is objective and reflects the current true state and contributes to peaceful regulation of the conflict. The brief report published by the co-chairs of the OSCE Minsk group includes formulations with which we do not agree,” Head of Information Department of NKR Presidential Staff David Babayan said. According to him, the Artsakh party does not look upon those regions as “occupied territories” like the OSCE representatives noted in the report.

“The terminology used by the co-chairs does not correspond to the core situation, for those territories have been liberated and not occupied. Those territories cannot be considered occupied even in military regard, as the predetremined step can be considered occupied, while Artsakh did not have such a goal. The liberation of the mentioned territories has not been planned beforehand, it has been implemented for purposes of providing the security of Artsakh people,” Mr. Babayan noted, pointing out that today the mentioned territories are considered to be the part of the NKR.

According to Mr. Babayan, there are issues, which should have been presented in the report more deeply. According to the head of the chief department of the NKR presidential staff, the situation has incomparably changed. “Infrastructures, dwelling apartments for refugees, buildings of social significance are under construction.

The population is growing here more and more,” he stated. Mr. Babayan said if the co-chairs wished to make comparison with the situation of today and years ago, it would be right to compare the situation of 1994-1195 years and today, for the situation would be outlined in a more real way. Simultaneously Mr. Babayan pointed out that they still thoroughly study the report and in future will present the viewpoint of the Artsakh party more expansively. “We must not make out a tragedy of a conversation. What the OSCE representatives presented, is subjective. It is not a decisive basis in the processes of solution of the conflict,” Mr. Babayan noted.
