Khosrov Harutyunyan: The idea of setting up a two-chamber parliament must become subject for discussion of every Armenian

YEREVAN, FEBRUARY 9, ARMENPRESS: The idea of setting up a two-chamber parliament, in the upper chamber of which the Diaspora-Armenians will be presented, must only contribute to strengthening of Armenia-Diaspora ties and must not contain any threat to negatively influence on those ties, head of the Armenian Christian-Democratic Party, former chairman of the National Assembly Khsorov Harutyunyan told Armenpress.

According to him, the idea is interesting. “It has an issue of pondering quite seriously and preparation. There are states in international practice, which involve their compatriots abroad in one of the chambers of their legislative body, for example, China. I am not aware how they are elected or whether they are elected. In our case it is of importance how the possible candidates, delegates or parliamentarians will be elected. Are the colonies of Diaspora ready for suchlike decisions with their capabilities, won’t such elections influence on the unification of Diaspora colonies? These are issues that should be discussed,” Mr. Harutyunyan said, adding that we must not push away the idea of the two-chamber parliament, but we must not be attracted by it either.

According to Mr. Harutyunyan, this is an idea, which needs consideration. “Probably the Armenian Diaspora Minister is right in putting the issue in circulation at the moment. This is an idea that must become issue for discussion of every Armenian. Consequently, the issue must be discussed calmly, watchfully and without big desire to come to solutions at any price. This demands time, and this idea must become the property of every Armenian,” the former spokesman of the RA National Assembly said.
