Manvel Badalyan: We will continue to undertake steps to develop the sphere of RA public service

YEREVAN, JANUARY 28, ARMENPRESS: 2010 was quite efficient year for RA Civil Service Council. Armenpress interviewed Chairman of the Civil Service Council Manvel Badalyan about the achievements of the council and plans for future.
-Mr. Badalyan, what achievements did the Civil Council register during 2010?
-We brought to life a number of decisions. We have changed the models of replenishment of officials of the junior group, as well as models of assessment of the offices of other groups. If previously the members of the committee elected the participants by voting, now that process is implemented through change of questionnaires. The latter have been changed and improved. This way of assessment is much more objective.
-What kind of changes have been registered in the attestation process of civil servants?
-No changes have taken place in attestation process in 2010. Last year we improved the attestation questionnaires. We have a developed strategy, by which the changes and developments concerning the attestation are indicated.
We constantly undertake steps toward development of the civil service system. In that context we attach importance to cooperation with NGOs. The Civil Council cooperates with NGOs, and attaches importance to their support. Moreover, we have signed a number of agreements with a number of NGOs. The processes of contests and attestation have been open for them. The representatives of the organizations participated and put forth their proposals, remarks, which we have taken into consideration in near future. State servant must always act according to the norms of ethics.
We do not deny that there are people in the civil servant system without ethics norms. We consider that high-quality public services must be provided by persons with professional knowledge and good communication skills.
-Can you indicate the level of cooperation between RA Civil Service Council and corresponding structures of other countries? Is there an intention to sign cooperation agreements with other countries?
-Last year we developed our activity in regard to international cooperation. We cooperated with international structures and organizations and with our partners of other countries. Last year we signed a memorandum of cooperation with the Civil Service of Ireland.
We have an initial agreement of signing a cooperation memorandum with Cyprus and Lebanon. We actively cooperate with Bulgaria, China, Ukraine and Italia. Within the framework of the event exchange of experience and literature is implemented.
