Vahan Avetisyan: APPA to bring clarity in documentation issues of drivers

YEREVAN, NOVEMBER 29, ARMENPRESS: The process of obtaining compulsory motor insurance agreements is still running slowly in Armenia because of skepticism among drivers or not full competence on the mechanisms of the process, Motor Insurance Bureau Executive Director Vahan Avetisyan said, thoroughly presenting the issue in a conversation with Armenpress.
-Mr. Avetisyan, what changes has the process of obtaining APPA agreements brought in the Armenian vehicles’ trade and insurance markets?
-I think it has not had big influence on trade market. No activeness in notable in that process. But in insurance market it has promoted obtaining of other insurance types to some degree.
-What risks may the owner obtained APPA face in case of sale of the vehicle?
-That mechanism is very simple. In case of sale of the vehicle, according to the law, a corresponding new APPA agreement is gained with the purchasing party with new conditions. And the issues connected with the former owner of the vehicle are also solved with simple mechanisms.
-Will that process raise additional complexity for drivers engaged in trade of vehicles?
- I am sure that it will bring discipline in usage of all the documents by the drivers of the republic. The usage of car with documents of another person and the presence of not full documents are widely spread in our country. APPA will bring clarity in documentation issues of drivers.
