Samvel Nikoyan: Azerbaijan should make conclusions from the ruling of ICJ

YEREVAN, JULY 26, ARMENPRESS: All the statements made during the Nagorno Karabakh conflict negotiation process make it obvious that the international community sees the settlement of the issue within the framework of the three points of the Final Helsinki Act, vice chairman of the Armenian parliament Samvel Nikoyan stated today at the meeting with reporters, pointing out that the co-chairs of the OSCE Minsk group and the presidents of the co-chairing countries stated that these points – non-usage of force, territorial integrity and self-determination of nations do not contradict to each other and none of them dominates over the other.

“It is inadmissible to build the negotiation process on the basis of only one of these principles. It refers to Azerbaijan, which is trying to go forward with such a position. These three principles are a whole with which the negotiations must go on,” the vice chairman of the NA said.

According to him, the Almaty statement’s point that the responsibility of the solution of the issue is on the shoulders of the leaders of Armenia and Azerbaijan is remarkable. “The Armenian leaders are presidents of the RA and NKR: it means that the viewpoint that Artsakh must become a negotiating party is being consolidated,” Nikoyan pointed out.

Referring to the ruling of the International Court of Justice connected with Kosovo, he said that Azerbaijan should make conclusions from it and display other approach at the negotiations. He said Azerbaijan responded to this ruling in a quite interesting way – noting that it may have no importance for them, as the decision was made by the UN and the issue is being solved within the framework of the OSCE. “While Azerbaijan itself is trying to transfer the solution of the issue on another platform just to withdraw it from the circles of the OSCE,” Nikoyan said.

According to him, on the way to the solution of the NK issue the military actions must neither be excluded nor insisted on. “But in case of war an Armenian will fight for his home, family and the Azerbaijanis for a myth created by their historians. These different motivations will bring to different results,” Nikoyan pointed out.
