The government has proposed convening an extraordinary sitting of the National Assembly at 11:00 on 12 November to discuss legislative amendments concerning the establishment of the company intended to implement the TRIPP project.

The decision was adopted at the government meeting on 5 November.

The proposed agenda includes a package of seven bills, to be considered at first and second readings.

The package proposes establishing a general, permanent legislative mechanism for companies set up on the basis of international treaties ratified by Armenia and for the purpose of implementing them. It would apply to companies in which the state holds a stake of 25% or more.

The government linked the need for an extraordinary sitting to the National Assembly’s ratification on 28 October of the framework agreement on strategic cooperation between Armenia and the United States concerning the Trump Route for International Peace and Prosperity (TRIPP) project.

According to the explanatory note accompanying the decision, work to establish the company intended to implement the project will begin following ratification. Amendments to the Law on Joint-Stock Companies and related legislation are needed to carry out this work in accordance with the framework agreement.

The package also includes bills introducing additions to the Civil Code, the laws on Procurement, Economic Competition and the Protection of Consumer Interests, Public–Private Partnership and Bankruptcy, and the Bankruptcy Code.

The government has proposed a special procedure under which the second reading would take place within 24 hours of adoption at first reading. It proposes allowing three hours each for the submission of written proposals and the lead committee’s opinion.

Deputy Justice Minister Tigran Dadunts has been appointed as the representative of the initiator of the extraordinary sitting.
