EAEU launches mechanism to monitor foreign goods

A mechanism for monitoring foreign goods came into effect in the Eurasian Economic Union (EAEU) on September 1, 2026. In the first phase, it will cover household refrigerators and freezers, washing machines and televisions, Russia’s TASS news agency reported, citing a statement from the Eurasian Economic Commission (EEC).

“Pursuant to Decision No. 5 of the Intergovernmental Council of September 30, 2025, a mechanism for monitoring foreign goods came into effect in the EAEU on September 1, 2026. The mechanism applies to goods cleared through customs in one EAEU member state and transported to another member state,” the EEC said. The mechanism was provided for under the May 29, 2019 agreement on monitoring goods imported into the EAEU customs territory.

Criteria have been established for cases in which cross-border movement of goods is permitted without entering data into national monitoring systems. A procedure has also been approved for authorized agencies to follow in the event of internet or communication disruptions, ensuring the system remains operational during emergencies.

In addition, rules have been established for interagency cooperation among EAEU tax authorities, including an algorithm for requesting and providing information on transactions involving goods before they are transported across the Union’s internal borders.

EEC Chairman Bakytzhan Sagintayev said the mechanism would provide businesses with additional protection against unfair competition, while buyers would receive confirmation that goods had been legally imported into the Union.

“Creating such clear and transparent conditions is part of the Commission’s systematic work to improve the business environment within the EAEU,” he said.
