Pashinyan administration unveils 2026-2031 program with key targets

The Pashinyan administration has published its 2026-2031 program, outlining the government’s expected key target outcomes.
The program will be presented in detail in parliament.
The document states that the expected key outcomes of the Armenian government’s 2026-2031 program include consolidating and further institutionalizing the established peace between the Republic of Armenia and the Republic of Azerbaijan; maintaining and further developing a favorable security environment around Armenia by normalizing and developing relations with countries in the region, as well as deepening existing partnerships outside the region.
The next target is the unblocking of Armenia based on the Crossroads of Peace program and the TRIPP project.
Another expected key outcome is the deepening of democratic, anti-corruption, economic and public administration reforms, to be measured by Armenia’s progress in the most authoritative international rankings.
Among the government’s expected key outcomes for the coming years are the inclusion of the entire population in the health insurance system; visa liberalization for Armenian citizens traveling to the EU; average annual economic growth of 6%; the creation of 125,000 new jobs; at least a threefold increase in the volume of the corporate bond market; at least doubling the export volume of Armenian-origin goods; a 50% increase in industrial output at current prices, from AMD 3.3 trillion in 2025 to AMD 5 trillion; an increase of at least 50% in the value of gross agricultural output; doubling grain production; launching the construction of 10 reservoirs with the goal of completing them by 2033; the construction and reconstruction of 350 km of canals and pipelines; providing irrigation for 10,000 hectares of new land; and ensuring 24-hour water supply in Yerevan, Gyumri and Vanadzor.
Other expected key outcomes include the construction, reconstruction, major renovation, full furnishing and operation of 300 schools, 30 colleges, 100 extracurricular institutions, 100 kindergartens and 100 combined playgrounds, including community swimming pools; the construction of the technological cluster of Academic City, as well as accommodation for 3,600 students; establishing the equivalent of at least 100,000 GPUs for advanced-class artificial intelligence (AI) computing, or at least 35,000 GPU equivalents per one million population; ensuring access to computing resources equivalent to at least 10% of these capacities for Armenia’s research, educational, startup, industrial and public sectors; developing Armenia’s national space capabilities through the acquisition and operation of at least two Earth-observation satellites and one telecommunications satellite, the development of national ground infrastructure, the establishment of national capabilities for satellite management and data processing, as well as ensuring access to satellite data and communications services for the public, scientific and private sectors; commissioning 1,000 megawatts of photovoltaic and 800 megawatts of battery storage power plants; reducing poverty by 5 percentage points; digitizing key state and community services; and continuing the process of returning illegally acquired, including through corruption, assets, which will include the return to communities and the state of illegally privatized and leased forests, beaches, parks and green spaces, as well as educational institutions and other public spaces; continued replenishment of the unified account with recovered funds; and the return of illegally sourced immovable and movable property to the public, with a gross total value of around $2 billion.
