Foreign Ministry reviews 2025: Peace process, tangible results in relations with the U.S. and the EU

Foreign Minister Ararat Mirzoyan briefed Prime Minister Nikol Pashinyan during the Ministry’s 2025 report presentation on the work carried out throughout the year in the main areas, the achievements, as well as ongoing programs and plans for the current year.
Armenia continued to advance the peace agenda throughout 2025, carrying out active efforts aimed at the establishment, strengthening, and institutionalization of peace between Armenia and Azerbaijan.
Reference was made to the most significant developments recorded in the peace process, including the finalization and initialing of the text of the peace treaty, the Washington agreements overall, and confidence-building measures and initiatives. Attention was also given to the intensive process of normalization of relations with Türkiye, the developments achieved, and expectations.
During the discussion, regional developments were addressed, as well as issues related to the development of strategic partnerships with Armenia’s other two neighbors, Georgia and Iran. Bilateral agendas and key regional issues were discussed.
It was noted that during the reporting year, the efforts of the Ministry of Foreign Affairs were directed both at the consistent deepening of relations with traditional partners and at the development of strategic partnerships in new directions. It was emphasized that the year was marked by a high intensity of high-level mutual visits and contacts, which significantly contributed to enriching bilateral agendas and increasing engagement in new formats of cooperation.
Minister Mirzoyan emphasized that the year was highly productive in terms of the development of the Armenia–United States strategic partnership, which delivered concrete, tangible results and will continue in the current year as well. The achievements recorded during the year in deepening the Armenia–EU partnership were lauded, which was also reflected in the adoption at the end of the year of a new strategic partnership agenda. In addition to cooperation with the EU as an integration structure, importance was attached to the development of cooperation with European countries, including steps taken and achievements made toward establishing strategic partnerships with several of them, emphasizing the continued momentum in this direction already in 2026.
It was emphasized that, in line with Armenia’s balanced and balancing foreign policy, partner relations have also developed in the Asian and Middle Eastern directions. Active work was carried out to expand the political agenda, develop regional connectivity networks, and fully realize the potential of economic and investment cooperation. It was noted that Armenia seeks to develop friendly relations with the Russian Federation based on mutual respect and respect for sovereignty.
The Prime Minister was briefed on the active engagement of the Ministry of Foreign Affairs of Armenia on multilateral platforms, including through initiatives aimed at advancing a new, positive agenda. As a result, significant achievements were recorded, including Armenia’s election to various bodies and the adoption of resolutions initiated by Armenia.
The discussions emphasized that, in the context of developing bilateral partnerships, attention was paid both to ensuring a dynamic political dialogue and to translating opportunities into concrete outcomes in economic and sectoral areas.
Reference was also made to major high-level events held in Yerevan in 2025 and those scheduled for 2026, in particular the 8th Summit of the European Political Community, the Seventeenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP17), and the “Yerevan Dialogue,” initiated by the Ministry of Foreign Affairs of Armenia and held for the third consecutive year.
It was noted that throughout 2025 Armenia continued to take concrete steps to expand its diplomatic presence. New resident embassies were established in Cyprus, Hungary, and Oman. Within the framework of this policy, as well as the policy of continuous improvement of conditions for diplomatic service bodies, a new building for Armenia’s diplomatic mission in Brussels was acquired, and renovation works continued at the embassy building in Paris acquired in 2024.
Reference was made to efforts aimed at the continuous improvement of consular services and services provided to citizens of the Republic of Armenia.
The Prime Minister was also briefed on the work carried out by the Diplomatic School of the Ministry of Foreign Affairs of Armenia, as well as on effective public communication efforts, including in the international media, and related performance indicators.
Following the presentation of the report, an exchange of views took place. Key priorities and the Ministry’s upcoming tasks and medium-term plans were outlined.
Prime Minister Nikol Pashinyan emphasized the importance of the consistent implementation of the outlined foreign policy priorities and the continuous improvement of the diplomatic service in all the aforementioned areas. The Prime Minister underscored the importance of the continued implementation of foreign policy priorities, taking into account the new realities and opportunities emerging in the region and globally.
