Justice Minister highlights priority of complete judicial digitalization

Minister of Justice Srbuhi Galyan said on Wednesday that the “complete digitalization” of judicial processes is a priority for the Armenian government.

Speaking at a press briefing, the minister said that in 2025, an electronic platform for administrative proceedings was launched, allowing citizens and legal professionals to participate in administrative cases online.

According to her, the system has received mostly positive feedback, reflecting lessons learned from previous experience—specifically, analyzing the problems of the electronic system for civil proceedings and addressing them.

“This is a case where, drawing lessons from past experience, a new system has been created that citizens and professionals are already satisfied with,” the minister emphasized.

Galyan noted that the continuous improvement of electronic platforms is an ongoing task for the ministry. Problems are identified with the participation of judges, lawyers, and citizens, and improvements are implemented in both the administrative and civil digital systems.

The minister also reported that an electronic bankruptcy system will soon be launched, which had not been implemented within the previously planned timeframe. She said it is expected to be operational by the beginning of next month at the latest.

Regarding next steps, Galyan said work is also underway on creating an electronic system for criminal proceedings, so that all judicial processes in Armenia will have a unified electronic platform and digital implementation.

“Our goal is to have all judicial processes in our country fully digitized,” Galyan concluded.
