Armenia does not accept Azerbaijan’s precondition to change its Constitution, says FM

Armenia does not accept Azerbaijan’s precondition to change its constitution for the final signing of the peace treaty, FM Ararat Mirzoyan said on October 14.

He made the remarks during a joint press conference with OSCE Chairperson-in-Office, Finland’s FM Elina Valtonen.

"I find it necessary to state that, just as before, even now, such a matter does not exist in our discussions as part of a mutually agreed agenda. The issue of constitutional amendments or adopting a new Constitution is exclusively a domestic matter and one to be decided by our people. Armenia has never undertaken, and will not undertake, any obligation before any party to change its Constitution. Azerbaijan continues to view this as a precondition for signing the treaty, we do not accept this precondition,” FM Mirzoyan said, reminding that both countries have already initiated the dissolution of the OSCE Minsk Group for signing the peace agreement.

Prime Minister Nikol Pashinyan’s administration has signaled a need for a constitutional referendum amid the new realities but has numerously said that the process has nothing to do with Azerbaijan’s demands.
